I wasn’t expecting this

I started reading a book tonight, “Dynamic Anatomy: Revised and Expanded” by Burne Hogarth.

In the introduction, Hogarth uses this sentence:

“The Augean stables of the mind would be ready for the Tiber.”

I have no idea what the hell that means.
